Round Rock has adopted updated zoning standards for its downtown after 18 months of in-house planning work, the city announced following recognition from the American Planning Association Texas Chapter.
The new Downtown Mixed-Use Zoning Districts replace regulations adopted in 2013. The changes establish building standards, identify corridors for increased density, and tie new development requirements to the city's investments in streetscapes, trails and civic spaces.
The revisions affect downtown Round Rock property owners, developers and residents by clarifying what types of buildings can be constructed where and what design standards they must meet. The city describes the updated rules as modernized to reflect current market conditions and development trends.
Nearly Two Decades of Downtown Planning
The zoning update represents the latest phase of coordinated planning that began with Round Rock's 2010 Downtown Master Plan. Since then, the city has invested approximately $200 million in downtown infrastructure and public improvements.
The 2010 plan called for a downtown featuring residential, commercial, retail, dining and entertainment uses in a walkable environment. The new zoning aligns those long-term goals with opportunities for private investment.
Historic Preservation Integrated Into Code
The updated standards blend the city's Historic Design Guidelines with zoning requirements, allowing preservation and redevelopment policies to work together rather than separately. The regulations also strengthen pedestrian-oriented requirements for ground-floor storefronts and building entrances.
Community Engagement Process
Before formal adoption, city planners conducted surveys, roundtable discussions, open houses and visual preference activities. Staff held more than 30 hours of public office hours to meet with downtown residents, property owners, business owners and developers.
The Round Rock City Council approved the updated zoning districts unanimously after the engagement process and public hearings.
User Guide Explains New Rules
City planners also created a Downtown Mixed-Use Zoning User Guide that translates technical code requirements into plain language explanations, graphics and practical examples. The guide is designed to help residents and developers understand development opportunities and navigate the zoning approval process.
The American Planning Association Texas Chapter awarded the project recognition for its technical achievements and the city's approach to community engagement and explaining complex requirements.
